Cardinal Care is the Medicaid provider for Virginia residents. Assisted living residents can use it to apply to any necessary in-home care services via a waiver from Home and Community-Based Services (HCBS).

Virginia Medicaid accepts applications for health coverage year-round. You can choose from three different ways to apply:

  • Apply online here.
  • Call the Cover Virginia Call Center at 833-522-5582 (TDD: 888-221-1590) to apply on the phone.
  • Mail or drop off a paper application (available in English and Spanish) to the Richmond Department of Social Services. Mailing may take longer than other methods of applying.

The Virginia Department of Medical Assistance Services can help Medicaid recipients with submitting state-sponsored health insurance applications and renewals. Medicare assisted living coverage in Richmond, VA

Medicare does not cover rent costs for seniors in assisted living. However, Medicare does help cover the costs of medical assistance, such as prescriptions, hospital stays, diagnostic testing, hospital supplies, and more.

To qualify for Medicare, patients must:

  • Be 65 years or older
  • If younger than 65, be living with certain disabilities
  • Or have end-stage renal disease

The following are some of the most beneficial supplemental Medicare resources that Richmond residents should be aware of:

Virginia Insurance Counseling & Assistance Program (VICAP)

Counselors help veterans apply for medical benefits, find low-income subsidies, and log health care appeals and grievances. They also work with you or your loved one to close out medical issues and clear up any complicated billing issues.

Virginia’s Extra Help Program

This federal program lowers enrollees’ prescription drug costs through Medicare Part D. If a Medicare beneficiary also has Medicaid, a Medicare secondary payer, or supplemental security income, they qualify. If assistance doesn’t come automatically, eligible recipients can go through the Social Security Administration.

Virginia’s Medicare Savings Program

Patients who qualify for this program receive coverage on some Medicare premiums, fees, and deductibles. Virginia residents can use savings to pay for Part B premiums, some Part A premiums, and cost-sharing for parts A and B.

Virginia Medication Assistance Program (VA MAP)

VA MAP helps Medicare enrollees pay for monthly premiums and cost shares (i.e., medication deductibles and co-payments). It also assists with prescriptions on Medicare’s formulary, and patients can pick up their medications from any Ramsell network pharmacy that accepts their Medicare plan. Co-payment also covers medications on the VA MAP Formulary and Ryan White Formulary.

Virginia Department of Medical Assistance Services

This state agency helps Medicare beneficiaries with out-of-pocket expenses.

Medicare Supplemental Insurance (Medigap)

This form of private health insurance can cover out-of-pocket patient costs that don’t fall under the original Medicare. Private insurers allow applicants to compare Medigap options and enroll within them. Those interested in signing up can do so online or at a local Social Security office.

Program of All-Inclusive Care for the Elderly (Pace)

The PACE center in Richmond provides a long list of healthcare and social services to qualifying seniors. Many participants qualify for both Medicaid and Medicare.

For assistance with applications or just answers to questions you might have, there are local resources to help. The local ombudsman is an advocate for seniors and a good resource for information and assistance. The Richmond Office for Aging has several programs, such as No Wrong Door, that can connect seniors to help.

Understand Virginia’s laws and regulations for assisted living facilities

Virginia-based assisted living facilities must be licensed by the Virginia Department of Social Services. Their administrators are licensed by the Board of Long-Term Care Administrators, an arm of Virginia’s Department of Health Professions. Facilities are inspected yearly or on an as-needed basis to ensure they’re compliant. Assisted living communities receive 1, 2, or 3-year licenses, and are available for viewing at the Virginia Department of Social Services website.

Other Relevant Assisted Living Laws and Regulations in Virginia

  • The Virginia Assisted Living Facility Regulations: These are regulations overseeing staffing levels, quality of care, resident rights, etc. The law also monitors safety, cleanliness, and food service standards.
  • The Virginia Administrative Code: This establishes the rules and procedures for the licensing and certification of Virginia’s assisted living facilities, including standards for staffing levels, quality of care, resident rights, and other areas. For example, there must be one direct care staff member on duty and awake at all times in every building when there is at least one resident present.
  • The Virginia Health and Safety Code: This code details the state’s minimum health and safety requirements for its assisted living facilities. This includes requirements for staff qualifications and training and emergency preparedness.
  • The Virginia Fair Housing Law: This law protects assisted living residents from race, religion, sex, age-based, and other forms of discrimination. The law states facilities must be accessible to individuals with disabilities.
