Medicaid is a program designed to support those who meet low-income criteria to cover their health care needs. If you are approved to receive Medicaid benefits, it won’t cover room and board in an assisted living facility. However, you can apply for a home and community based services (HCBS) waiver (also referred to as a 1915(c) waiver) to offset the cost of being cared for by medical professionals in an assisted living setting. A doctor must say this in-home care is medically needed.
There are many types of HCBS waivers available to qualifying seniors who are living in Pensacola as Florida residents. These include the FL Long-Term Care Waiver, Florida Long-Term Managed Care (FL-17) benefit, FL Developmental Disabilities Individual Budgeting Waiver, FL Familial Dysautonomia Waiver, FL Model Waiver, and Florida Managed Medical Assistance (MMA). However, this is certainly not an exhaustive list. You or your loved one may be eligible to apply for other waivers and benefits depending on income or health needs.
The Medicaid system can be challenging to understand and navigate. In Florida, Medicaid is simply called Florida Medicaid and is run by the Agency for Health Care Administration. This agency handles all Medicaid application forms. Be aware that even if you are eligible for Medicaid and submit an application, you may have to wait a while for approval and to receive coverage.

Medicare is another type of federal program that’s meant to cover short-term medically necessary visits, treatments, and other health care needs of seniors who are age 65 and older. Though Medicare won’t cover room and board costs associated with being part of an assisted living community, it can pay for physician visits and offset drug costs.
To learn more about Medicare, you can contact the Pensacola Social Security Administration office or the State Health Insurance Assistance Program, called Serving Health Insurance Needs of Elders or SHINE in Florida. The long-term care ombudsman or someone in the Aging & Adult Service office at the Florida Department of Elder Affairs can also help.
Once you’ve joined Medicare, you may want to look into other ways to save on health care costs. For instance, the Florida Agency for Health Care Administration offers Medicare Savings Programs, which can help cover the cost of Medicare’s deductibles and copayments. The Florida Discount Drug Program may make the cost of certain prescription drugs lower, which allows you to pay less out of pocket for the medications you need. The more funds that can be paid by other entities, the more you’ll have to cover your assisted living and necessary daily living financial obligations.

All assisted living facilities in the state of Florida are required to be licensed by the Florida Agency for Health Care Administration’s Bureau of Health Facility Regulation. Facilities can be licensed as either standard or specialty depending upon the services they offer to their residents.
As an example, an assisted living facility with special options such as a secured memory care unit would need to comply with standards that might be beyond those required by an assisted living facility. Licensing helps protect you or your loved one in many ways, such as making certain that all operations are resident-centered and buildings are secure.
To keep tabs on the expected performance of assisted living communities, routine inspections are performed. Every inspection cross-checks the assisted living facility against a number of criteria, including space and capacity limitations, resident-to-staff ratios, and more. You have the right to see any assisted living facility’s inspection report through this facility finder site. The AHCA also provides a full list of any facilities that have been noted as deficient in some areas. After your (or your relative’s) move to an assisted living community, you can always make a report online to share any concerns or observations with the AHCA.
The most important thing to remember is that all licensed assisted living facilities must meet or exceed set standards. Florida makes it easy for anyone who is healthy enough to receive a free COVID-19 vaccine to register for it online. If you’re homebound and unable to leave an assisted living facility to travel to get your COVID-19 vaccine or booster, contact HomeboundVaccine@em.myflorida.com, a program that will come to people’s homes to give COVID-19 shots.
By masking up, you can help protect yourself and others from COVID-19 and the flu when you’re feeling sick. However, masks are not a requirement in Pensacola.
Many assisted living facilities have implemented strategic hygiene practices to improve the sanitization and spotlessness of their communities for the benefit of residents, staff, and visitors.
Like masking, social distancing (standing at least six feet apart from the nearest person) can make it harder to spread or contract an airborne illness.
If you believe or know you have contracted COVID-19, you may be advised to isolate. Typically, the isolation period is recommended to be five days to eliminate your chances of giving someone else COVID-19.

Most residents get around the city or head to the waterfront by using their private vehicles, taking advantage of public transportation, or hiring rideshare companies. Do you prefer to take advantage of public transportation whenever possible? The Escambia County Area Transit system offers the ECAT bus line. This line covers Pensacola and operates seven days a week, although not all buses run on the weekends. You’ll find that all ECAT buses are accessible. They also have bike racks. But if regular ECAT buses aren’t comfortable based on your needs, you may want to try the curb-to-curb ECAT ADA option available to those with disabilities living in the area.
Do you need to get to a medical appointment? Your physician may be able to give you a voucher so you can use the ECMS Foundation’s Go Seniors! Transportation Program. It’s meant only for health care visits and costs $20. You may also be able to get a ride through the free ECCT Paratransit Services program. Just be advised that you’ll need to call a day in advance to use ECCT services, and transportation availability isn’t guaranteed.
Freedom To Go is an additional private transportation service that seniors can use to get around Pensacola. Their drivers will escort you to doctor appointments, the grocery store, or even brunch with friends Monday through Friday, 7 a.m. to 7 p.m. Prices often change due to gas price fluctuations.
There are some parts of Pensacola that are walkable. However, Pensacola only gets 36 out of 100 for its walkability score. The rating is based on Walk Score, which measures how walkable cities are in comparison with each other.[06]
Pensacola has an atmosphere and history that’s unique from other cities in Florida. What makes Pensacola Beach the preferred spot for residents and tourists? The answer lies in its inherent amenities. Pensacola Beach is well-maintained and offers comfortable facilities. It also boasts a 1,500-foot pier. From dawn until dusk, you’ll find people fishing, strolling, and taking pictures of the scenic view.
As long as you have transportation, you might want to set aside a day to head to the Gulf Island National Seashore. Both Perdido Key Beach and Johnson Beach attract visitors year-round. However, only the latter has an on-duty lifeguard.
When you’re in Pensacola, be sure to take advantage of all its museums and unique attractions. Perhaps one of the most well-known is the Pensacola Lighthouse and Maritime Museum. Situated on the Naval Air Station, the museum features countless exhibits. You’ll learn quite a bit about naval history while you’re there. After cruising, you might want to do a little “landlubbing” touring courtesy of Go Retro. This tour involves being driven on an updated 1930s Ford transit bus throughout Pensacola. Most seniors these days are living longer and trying to stay as active as they can. After fueling your inner athlete, you can always support others at the Blue Wahoos Ballpark along Pensacola Bay. During baseball season, the park is home to the area’s minor-league baseball team.
