Assisted Living

Assisted living communities offer organized social events and apartment style housing as well as individual care. Services offered often involve help with ADLs. Residents may be kept under observation and evaluation. In certain cases, communities may offer Alzheimer’s care, skilled nursing, or respite. Wisconsin has specific statutes related to this type of community. The Wisconsin Department of Health Services, Bureau of Assisted Living, Division of Quality Assurance, regulates community-based residential communities (CBRFs) regulates this type of community. This type of community is required to offer a number of services. These include information and referral, transportation, leisure time activities, and independent living skills. Before a resident is accepted, they must go through a service plan screening to ensure their needs are going to be met. This screening includes a number of areas of interest such as initial comprehensive mental and physical assessment, community must develop a temporary service plan to meet immediate needs, the plan must specify which program services will be provided to meet the resident’s needs as identified by the assessment and the frequency with which each service will be provided, and reassessments must be conducted at least annually, and when residents have a change in needs, abilities, or condition. Staff members obtain education in a variety of fields. These include: job responsibilities, resident rights, fire safety, and needs assessment of prospective residents. This community type has a number of provisions pertaining to medication assistance. These provisions include Residents may self-administer medications if they are capable, If the medication administration is supervised by a licensed healthcare professionall, the community must ensure that these individuals coordinate the medication administration process and system, and when medication administration is not supervised by an RN, practitioner, or pharmacist, the CBRF must arrange for a pharmacist to package and label a resident’s prescription medications in unit dose. There must be one toilet for every 1 residents and one bath or shower for every 1 residents. This community has a number of provisions concerning food and diet which include these meals must meet the recommended dietary allowances based on current dietary guidelines for Americans, therapeutic diets must be provided if ordered by a physician, these meals must meet residents special dietary needs, and communities must provide at least three nutritious meals a day and a nutritious snack. Public assistance is available through The Elderly and Physically Disabled 1915(c) Waiver program, the Community Options 1915(c) Waiver program, and the Medicaid managed care 1915(b)(c) Family Care Waiver program for the aged and physically disabled.
