VA benefits for memory care in Sacramento

If your senior loved one is a veteran over the age of 65, they may have access to several veteran-specific benefits that can help cover memory care costs. For instance, CalVet is California’s veteran services program that helps qualifying senior veterans or their surviving spouses enroll in a Veterans Benefit Enhancement Program (VBE). VBEs can help seniors with disabilities transition from Medi-Cal to VA health care, which can provide veterans access to additional veterans benefits.

The most generous veterans benefit is usually the VA Aid and Attendance benefit, which provides monthly payments to eligible senior veterans. If eligible, your senior loved one can use these monthly payments to cover the costs of memory care. However, please note that the veterans benefit application process is often lengthy and challenging, so we recommend you start by contacting any of the resources below.

Begin by contacting a local veterans service officer, whether or not you think your loved one will qualify for veterans benefits. For further assistance with the benefit application process, you can connect with Sacramento County’s Department of Human Assistance Veterans Services or the local Disabled American Veterans (DAV) and Veterans of Foreign War (VFW) chapters.

Sacramento Medi-Cal for memory care

California’s Medicaid program, called Medi-Cal, doesn’t cover the cost of room and board in Sacramento memory care communities. However, Medi-Cal may cover some of the medical costs that your loved one needs during their stay. Covered California, the state’s online health care portal, can help your loved one access Medi-Cal in addition to low-cost, full-coverage health care plans. Seniors must have low-income status to benefit from Covered California and the convenience of its Medi-Cal application process.

You can help your loved one by contacting a range of Sacramento organizations, each of which can help with the Medi-Cal application. California’s Medi-Cal Rx Member Helpline and Sacramento’s Area 4 Agency on Aging are wonderful resources to get you started. You can also reach out to the county’s long-term care ombudsperson or review the state’s comprehensive guide, called My Medi-Cal.

Medicare memory care coverage in Sacramento

Medicare is a federal health insurance program that may cover medical costs. Review each part of Medicare below to see what may be covered:[03]

  • Medicare Part A covers inpatient hospital stays, some home health care, and hospice care.
  • Medicare Part B covers some doctors’ appointments, preventive services, outpatient care, and medical supplies.
  • Medicare Part D covers some prescription medications and vaccines.

Medicare will not cover custodial costs, such as the cost of room and board in a memory care community. However, Medicare may cover some of the medical costs your loved one would accrue in a memory care, like the medical expenses mentioned above. Your senior loved one can also use Medicare Savings Programs, which may cover part of their Medicare premium. You can explore this option if your loved one is enrolled in Medicare and meets low-income requirements.

You can help your loved one apply for Medicare Savings Programs online and see which of California’s four Medicare Savings Programs best fit their needs. Each of the different options may cover portions of Medicare Part A, B, D, or a combination of parts.

Begin by reaching out to the local Social Security Administration office for assistance with the Medicare application process. Next, get in touch with the county’s long-term care ombudsperson or enroll in a local Medicare Health Insurance Counseling and Advocacy Program (HICAP) to fully understand the benefits. 2-1-1 Sacramento is another resource that can help you and your senior loved one learn more about local senior services.

Understand California laws and regulations for memory care facilities

Sacramento memory care communities are licensed by the California Department of Social Services (CDSS). These communities legally fall under residential care facilities for the elderly (RCFE) and/or continuing care retirement communities (CCRC).[04]

Each community must follow these regulations:[05]

  • House a maximum of two residents per bedroom
  • Provide individual privacy in each bathroom
  • Ensure bedrooms have room to accommodate wheelchairs and walkers
  • Provide clean and accessible common rooms for residents
  • Provide activities involving social, leisure, and daily living skills

Resident and staff requirements

Sacramento memory care communities must assess seniors before they move in. The assessment process may include a review of the senior’s health history and an interview with the senior and their family.[05]

Memory care communities must also have sufficient staff at all times to provide care for residents. No matter the number of residents, each facility must have one staff member awake and on duty at night. If the facility has more than 16 residents, there must also be an on-call staff member. In addition, all caregivers in these communities must have at least eight hours of annual training on dementia-specific care.[06]

Inspections

The CDSS is responsible for inspecting Sacramento memory care facilities once each year and no later than 10 days after a complaint has been filed.[05] The CDSS has a Care Facility Search site where you can find lists of memory care facilities and their inspection reports. To navigate this search site, scroll to “Search By Facility Group,” choose “Elderly Assisted Living,” choose the “Facility Type” and “Sacramento County,” and then click on the search button. The site also allows you to search by facility name or address if you already have that information.

COVID-19 regulations for Sacramento memory care facilities

What to expect from memory care in Sacramento

To learn more about Sacramento memory care, let us walk you through what you can expect for the senior in your life. Below, we have detailed information on what their new lifestyle and care services will bring, including where they’ll live and what each day could look like in our partner Sacramento memory care communities.

Where will your loved one live?

You can choose between stand-alone memory care communities, memory care group homes, and larger assisted living communities that provide memory care services. In A Place for Mom’s Sacramento network, we have one stand-alone memory care partner community. Stand-alone communities only provide memory care services, which some families prefer due to their exclusively dementia-friendly design.

Almost half of our in-network Sacramento memory care communities exist within small residential properties. In fact, 43% of these in-network communities are known as memory care group homes. These options provide the dementia care your senior loved one needs as well as the comforts of a homelike environment. In some cases, your loved one’s room may be partially furnished prior to move-in so that they have the option to bring sentimental pieces that give their room a personal touch.

There are also many memory care options that are connected to larger assisted living communities. Of our partner communities, 46% have a combination of memory care and assisted living, independent living, or all of the above. In addition, over half of our partner communities have the capacity to provide on-site skilled nursing services if your loved one needs them in the future. For your loved one, this means that many Sacramento memory care communities offer a continuum of senior care services, which may reduce the likelihood that your loved one will have to move into a new facility.

What will each day look like for your loved one?

Seniors in Sacramento memory care communities spend each day with highly trained caregivers who receive extensive memory care training prior to joining a community. In addition, some communities may have secured perimeters, wander detection capabilities, and 24-hour supervision. Being under the care of skilled caregivers in a secure environment can help your loved one safely enjoy all of the amenities and activities their community has to offer.

Sacramento memory care communities take pride in their nutritious and sometimes restaurant-style meals. Full of local and seasonal California produce, daily meals can be enjoyed in the company of other seniors or visitors in both indoor and outdoor dining areas. Strolls along paved walking paths through enclosed courtyards and resident gardens are another restorative pastime. Additional common features in larger Sacramento memory care communities include libraries, salons and barbershops, and movie theaters. Each provide leisurely options for your loved one to participate in social engagement and self-care.

Every day is further personalized for your loved one via activity calendars that include both on- and off-site events. Popular calming activities include brain fitness sessions, music programs, and art activities. Sacramento memory care communities may even have dedicated music rooms and art studios where seniors can reminisce and connect with their peers. Your loved one may also have the option to attend day trips, game nights, and live on-site entertainment.
