Oregon laws and regulations for memory care facilities

In Oregon, the Office of Safety, Oversight, and Quality within the Oregon Department of Human Services licenses and regulates memory care facilities. Memory care facilities are known as long-term care facilities, but they must obtain a memory care endorsement to provide memory care. Memory care can also be offered in an assisted living facility or nursing home. However, they must also obtain a memory care endorsement and follow Oregon’s assisted living regulations and nursing home regulations in the respective units.

Oregon long-term care regulations for memory care facilities

Because Oregon memory care facilities are categorized as long-term care facilities, they must offer the following services and amenities required of all long-term care facilities:[01]

  • Three nutritious meals per day with snacks
  • Light housekeeping and laundry services
  • Assistance with activities of daily living on a 24-hour basis
  • Medication administration
  • Nursing services
  • Transportation arrangements for medical and social purposes
  • Calendar of social and recreational activities to support residents’ interests and health
  • Equipment, supplies, and space to allow each resident to participate in activities

Oregon memory care endorsement regulations

To obtain a memory care endorsement, a long-term care facility in Oregon must have policies and procedures that address the following:[02]

  • Evaluation of residents’ behavioral symptoms
  • Person-centered care plans
  • Wandering prevention
  • Staff training specific to dementia care
  • Transportation coordination and assistance
  • Individualized activity plans
