If your loved one is a veteran, one way to help cover the costs of memory care is through VA benefits if they are eligible.

The VA Pension, which can be used to pay for anything that helps improve the recipient’s quality of life, such as a memory care facility, is a useful benefit. Another benefit your loved one may be eligible for is the Aid and Attendance (A&A) benefit, a resource for veterans and surviving spouses who are either homebound due to illness, need help with daily tasks such as bathing or dressing, or have limited eyesight. If eligible, the benefit is added to the monthly payment from the VA Pension and can be used to cover the same kind of costs.

To use any VA benefits, a veteran must first apply. The process can be challenging, but there are resources that can help. One such resource is the local Virginia Department of Veterans Services office, where you can access more information about benefits and speak to a representative free of charge. Another local resource is the Veterans of Foreign Wars (VFW) Post 3103, a veterans services organization (VSO) where veterans can meet with a claims representative every Friday from 9 a.m. – 11 a.m. The VFW also has a department service officer based in Hopewell, Virginia, who can meet with veterans remotely.

Other resources include the local American Legion Post (a VSO) or the Virginia-specific guide for veterans. Don’t be afraid to ask for help or seek out resources — many veterans qualify for more than they think they will, and you don’t want your loved one to miss out on their benefits.

Medicaid

Virginia’s Medicaid program, called  Cardinal Care, is administered by Virginia’s Department of Medical Assistance Services. In Virginia, Medicaid does not cover room and board costs at memory care facilities. However, there are Medicaid programs that can cover associated costs, such as:

  • Commonwealth Coordinated Care Plus waiver (CCC Plus): Run through Medicaid, CCC Plus is a Virginia long-term services and support program for individuals over 65 and/or who have complex care needs. The goal of the program is to provide an alternative solution to a nursing home or specialized care facility. Those who qualify will receive a personalized care plan.
  • Home and community based services (HCBS) waiver program: The HCBS waiver program is for individuals who require medically necessary in-home care and qualify for Medicaid. This care can be delivered within a memory care facility.
  • Developmental Disability waivers: If your loved one has a developmental disability, they might qualify for a few different waivers, including the Building Independence Waiver, which provides assistance to individuals who need minimal support.

Seniors must first apply for Cardinal Care online, by calling the Virginia Call Center at 1-833-5CALLVA, or by printing an application and mailing it to the Fredericksburg Department of Social Services before using any Medicaid benefits. The application can be downloaded online. You can find more information about applying for Cardinal Care online.

Another Virginia program to be aware of is the Adult Services Program, which was created to help adults who need extra support stay as self-sufficient as possible. A senior may be eligible for the program by requesting a Medicaid-funded long-term service and support screening. An application is required, and it can be completed by a loved one on the senior’s behalf.

Medicaid benefits can be challenging to navigate, but there are local and online resources that can help. One online guide is Virginia’s Medical Assistance Handbook, which offers details about Medicaid. For a local resource, the Healthy Generations Area Agency on Aging — formerly known as the Rappahannock Area Agency on Aging — has representatives who offer guidance about a wide range of topics, including Medicaid benefits.

Other resources include the local long-term care ombudsman, who is also based at the Healthy Generations Area Agency on Aging. Virginia’s Office of the State Long-Term Care Ombudsman in Virginia can also provide advice on Medicaid.

Medicare

Medicare is the federal health insurance program for people over 65. When it comes to memory care, Medicare does not cover custodial costs like room and board, but it can help with medically necessary health services, such as prescriptions, home health care, medical equipment, and some preventative services — which will save your loved one a lot of money.

Medicare Savings Programs are beneficial for those looking for additional ways to save on costs. For those who qualify, these programs help low-income individuals cover Medicare premiums, deductibles, and copays.

Virginia residents can sign up for Medicare online or schedule an appointment at the Fredericksburg Social Security office. Note that the initial enrollment period for seniors is three months before they turn 65.

Understand Virginia laws and regulations for memory care facilities

In Virginia, memory care is considered a specialized form of assisted living, so the same laws and regulations apply. All assisted living and memory care facilities in Virginia must be licensed and inspected by the Department of Social Services. Inspections must happen at least once a year, and their purpose is to make sure facilities are safe, sanitary, and compliant with all regulations. Inspection reports are viewable online.

There are many laws and regulations that assisted living and memory care communities must adhere to in terms of scope, staffing, health care, and more. These regulations include the following:

  • Facilities must offer assistance to residents with daily tasks, such as grooming and arranging for transportation. In addition, facilities must have written medication management plans.
  • Every facility must have an administrator who runs the facility’s overall management and daily operations, and there must be adequate staff to take care of residents and carry out any emergency plans, such as a fire evacuation. Each building must have a staff member who can administer first aid present at all times, and each staff member must receive first aid certification.
  • A facility must either have a full-time health care professional on-site or have a contracted health care professional for regular health care oversight who visits at least every six months.
  • Medication for residents must be administered by a licensed health care professional or by an aide who has completed a number of training programs and who is registered with the Virginia Board of Nursing.

Assisted living communities that offer memory care to residents with dementia must follow additional rules, which include but are not limited to:

  • There must be at least two staff members awake for every 20 residents who are present.
  • There must be adequate staffing when taking residents on day trips outside of the facility.
  • Bedroom and bathroom windows must have protective devices to keep residents from opening them.
  • Doors that go outside must be secure and be able to be monitored, such as with cameras and/or door alarms to prevent residents from wandering.

Transportation for seniors in Fredericksburg

Their trolleys are wheelchair accessible, so it’s a good choice for people of all abilities. Downtown Fredericksburg is also a hot spot for restaurants, so it’s perfect for a post-tour meal or snack.

Another local tour company, Hallowed Ground Tours, creates tours based on your family’s interests. The tour guide joins you in your own vehicle and navigates the route for the driver.

Fredericksburg was George Washington’s boyhood home, so there is a lot to learn about the United States’ first president. The most popular sites are George Washington’s childhood home, Ferry Farm, and Historic Kenmore, the mansion of George Washington’s sister, Betty Washington Lewis. An old railroad crossing that was crucial during the Civil War, the trail is named after Captain George Hamilton, whose home was nearby.

Another trail is Sunken Road Walking Trail, which was another important site in the Civil War, the Battle of Fredericksburg. The trail leads to the Fredericksburg National Cemetery and is a fairly easy route to walk.
