Seniors with disabilities from active service, or their surviving spouses, may be eligible for a variety of benefits, including VA pensions and the VA Aid and Attendance benefit, if they’re enrolled in VA health care. The VA Aid and Attendance benefit is typically the most generous option for long-term senior care. Medicaid

Nevada Medicaid is the state’s Medicaid program that provides health care insurance to Henderson residents of low-income status. Though Medicaid doesn’t cover the cost of room and board at a private memory care facility, some medical care costs in the facility may be covered. In addition, and depending on the facility, some care services may be covered through senior-specific waiver programs or Long Term Services and Support (LTSS) waiver programs.

Medicaid waivers can be used as a way to pay for in-home health care services. These waivers enable Medicaid to cover in-home heath care services in a senior’s residence or community of choice, as long as the services are medically necessary or preventive.

One senior-specific program is the Aging and Disability Services Division (ADSD) Assisted Living Waiver. This waiver may cover the costs of daily personal care services, such as assistance with feeding and personal hygiene. The Home and Community Based Services Waiver for the Frail Elderly is another senior-specific Medicaid waiver that helps seniors avoid moving into a long-term care facility.

Dual Medicaid and Medicare coverage

Nevada also has a Dual Eligible Special Needs Program (or D-SNP) for seniors who are enrolled in both Nevada Medicaid and Medicare. This program works to improve care quality by coordinating services between Medicaid and Medicare. D-SNP blends coverage from both programs to enable eligible seniors get the most from their benefits. Consider looking into this dual coverage option before applying for other Medicaid programs.

Licensing requirements and facility grading system

Memory care facilities in Nevada are licensed by the Department of Health and Human Services Nevada Division of Public and Behavioral Health — Bureau of Health Care Quality and Compliance (also known as HCQC). They’re technically licensed as assisted living facilities or residential facilities for groups. When a facility is endorsed by the Bureau as a memory care facility, the on-site care services must support social needs, physical needs, sensory enrichment, and outdoor activities.

Nevada’s Division of Public and Behavioral Health ranks residential care facilities with an inspection-based grading system. Inspectors note concerns on staff and safety with the following grades:[04]

  • A facility with an “A” grade has either minimal or no concerns.
  • Those with a “B” grade have multiple concerns or issues with their administration that may cause harm to residents if left unaddressed.
  • To earn a “C” or “D” grade, a facility must have several issues with their administration, concerns that have already caused harm to residents, or both. After receiving a “C” or “D” grade, the facility must be re-inspected until it receives an “A” or “B” grade.

Residential support requirements

Memory care facilities need to meet a resident’s evolving care needs. Facilities must lower the likelihood that the resident will require moving to another community, like by providing advanced nursing and medical services on-site.

These communities are also required to foster residents’ independence. Memory care facilities in Nevada can’t admit residents that are bedridden, need restraint, or require 24-hour skilled nursing care. However, current residents who grow to need 24-hour skilled nursing care will not be displaced or transferred if that time comes. For instance, residents who qualify for HCQC-approved hospice care can remain in their communities.[05]

Room and facility requirements

Residents must have at least 80 square feet in a private room. In a shared room, there must be at least 60 square feet of floor space for each resident. Shared rooms can’t have more than three residents.[06] In addition, the building’s exits must have alarms or other auditory signals to alert caregivers of wandering and safety concerns. As a preventive measure, all outdoor spaces must be completely gated and locked.[07]

Caregiver requirements

All caregivers and administration must complete at least 8 hours of specialized memory care training, in addition to general caregiver training.[07] Nevada senior care facilities with over 20 residents need at least one caregiver on-site who’s awake at all times. Caregivers on staff must be at least 18 years old and complete care-related training, such as CPR and first aid.[06]

Inspection reports

To monitor each facility’s compliance with these regulations, the Bureau conducts annual inspections and investigates complaints. These inspection reports are available to the public in Nevada’s Department of Health and Human Services (DHHS) Provider Search Form. To navigate this search form, select “Health Facilities” under the Business Unit search criteria, select “Residential Facility for Groups” under the Credential Type criteria, and then enter the name and the address of the facility you would like to look up.
