Memphis Medicaid for assisted living

Medicaid is a public health insurance program jointly funded by the federal government and states. Individual states create and administer their own programs within federal guidelines. It can’t be used to pay rent at an assisted living community, but it can be used to cover certain long-term medical and personal care services provided in an assisted living community.

Tennessee’s Medicaid program is called TennCare. It’s a managed care program that provides services such as basic health care, inpatient care in a hospital, and dental care. Seniors 65+ who meet income and asset qualifications are eligible to enroll.[03]

The TennCare CHOICES program is for seniors 65+ and individuals with disabilities who require long-term care. The program can provide supportive services for seniors who live in a nursing home or in a community-based alternative to a nursing home which may include the following environments:

  • Assisted living facilities (licensed in Tennessee as Assisted Care Living Facilities ACLF) are residential communities that provide help with personal care needs, homemaker services, and medication management. Residents must pay for room and board.
  • Community living supports are shared homes where no more than four residents live. Support is dependent on the resident’s level of need and can include hands-on assistance, supervision, transportation, and other supports.
  • Family model community living supports are shared homes where no more than four residents live with a trained host family. The level of support depends on resident’s needs and can include hands-on assistance, supervision, and transportation.
  • Critical adult care homes are shared homes of no more than four people who have special health and long-term care needs. A health care professional lives on the premises to provide 24 hour care. This option is only available to people who are ventilator dependent or have a traumatic brain injury. Residents must pay room and board.[04]

As of 2023, to qualify for the CHOICES program, a senior must meet the following income and functional requirements:

  • Income can’t exceed $2,742 per month.
  • The total value of assets can’t be more than $2,000, excluding the value of the home where a senior lives.
  • Possessions can’t be given away or sold for less than what they are worth for five years prior to applying for program.
  • A senior requires a nursing home level of care or must be at risk of needing a nursing home level of care unless they receive home care.[05]

Medicare assisted living coverage in Memphis

Because assisted living housing is considered custodial care, Medicare doesn’t cover the costs of room and board. However, people over the age of 65 can use it to cover their daily medical expenses.

There are three parts to Medicare: A, B, and D. All cover different costs related to health care and will determine what a senior is eligible for. Here’s a summary of the three parts:

  • Part A is hospital insurance and will cover some home health care, skilled nursing facility care, and inpatient hospital care.
  • Part B is medical insurance covering health care providers and outpatient care services, otherwise known as medically necessary services and preventative services.
  • Part D is drug coverage and covers the cost of prescriptions, vaccines, and other shots.

For people over the age of 65 with Part A and Part B, coverage can include the following:

  • Occupational and speech therapy
  • Physical therapy
  • Part-time in-home care
  • Occasional skilled nursing
  • Medical social services
  • Injectable osteoporosis drugs

For financial counseling and support with Medicare, Tennessee’s State Health Insurance Program (TN SHIP) can help, while the Medicare Savings Program can help with financial assistance for medical premiums, deductibles, prescription drugs, and coinsurance.

Some seniors may also qualify for specific programs aimed to support long-term care for seniors. Understand Tennessee laws and regulations for assisted living facilities

In Tennessee, assisted living communities must be licensed by the Office of Health Care Facilities within the Tennessee Department of Health. Tennessee licenses assisted living facilities as either assisted-care living facilities (ACLF) or residential homes for the aged. Residential homes for the aged are smaller communities that provide room and board and personal care services. Assisted-care living facilities take it a step further by having the ability to provide medical services, such as part-time intermittent nursing care and medication administration by licensed medical professionals.[07]

To be licensed, facilities must meet several requirements, including passing regular inspections, hiring an administrator who is certified by the Board for Licensing Health Care Facilities and maintaining staff whose qualifications meet standards determined by the Department of Health. Licenses are reviewed annually.

Facilities are regularly inspected by the Department of Health to ensure regulatory requirements are maintained and residents receive high-quality care. Inspections cover things like the following:[08]

  • Medication management
  • Resident rights
  • Staffing protocols
  • Safety protocols
  • Cleanliness
  • Infection control

Families or residents can access health care facilities’ licensing information and inspection reports by searching for prospective communities on the Tennessee Department of Health website. Nine of our partner communities offer transportation services for residents. Because of the geographic spread of Memphis, most people rely on a car to get around. However, the East Midtown, Idlewood-East End Historic, and Barry F. Homes are neighborhoods where people can easily walk and navigate via bicycle.

Another option is Memphis’ public transportation system, operated by the Memphis Area Transport Authority (MATA), which runs 26 fixed-route and express buses. MATA also operates a trolley service downtown which, while not extensive in coverage, is a fun way to see the city.

In addition to MATA’s bus and trolley service, several public transportation options and services are available to seniors or people who cannot use the fixed-route bus system due to disability.

  • Offered through MATA, MATAplus is a door-to-door service for those unable to use MATA buses independently. This service extends three-quarters of a mile beyond the fixed route system and operates within the same service hours. Once an application to ride has been approved, reservations can be made via phone.
  • For a service similar to a taxi or rideshare, iTN Memphis (aka the Independent Transportation Network) is available throughout Tennessee. This 24/7 service is open to anyone over the age of 60 who lives within the I-240 loop.
  • On its way to Memphis is the Shelby County Senior Volunteer Transportation Network, which pairs vetted volunteer drivers with seniors looking for accessible rides.
