How people pay for assisted living in Naples

You or your family member can finance assisted living care through various means, including private pay, Veterans Affairs (VA) benefits, Medicare, and Medicaid. You can choose a single payment method or a combination depending on your situation.

In this section, you will find further details on how you can use these funding options for assisted living expenses.

Private pay methods

Private pay options for covering assisted living costs include personal savings, investment returns, pensions, and Social Security benefits. Below are other common methods of private payment:

Veterans Affairs (VA) benefits
1632

Approximate number of veterans who live in Naples as of 2021

There are a range of benefits that veterans can use to cover assisted living facility costs. To start, honorably discharged veterans who meet these eligibility requirements can apply for a VA Pension. There’s also the Aid and Attendance benefit, which can be used to cover anything that improves a senior’s quality of life. Check out the complete list of VA compensation benefits from the U.S. Department of Veterans Affairs website for more information.

We recommend using a variety of resources to understand the most of your or your loved one’s benefits. Either of the regional VA offices in St. Petersburg and Largo, Florida, would be another great place to start. We also recommend contacting a veterans services organization (VSO) to guide you through the benefits application process.

VSOs are considered reliable sources of support for veterans. In Naples, there’s the Collier County Veteran Service office, a Veterans of Foreign Wars (VFW) post, and a Disabled American Veterans (DAV) chapter, among others. Here is the complete list of veterans services officers who are ready to help.

Apart from helping seniors navigate VA benefits, national organizations such as the VFW offer financial counseling services to veterans. There are also a variety of resources located below, including two benefits guides and a list of service-related ailments.

Medicaid

Medicaid, a health care program for people with low income, does not cover costs like rent at assisted living. However, it can be used for medically necessary services in assisted living facilities.

In Florida, the Agency for Health Care Administration administers Medicaid through the Statewide Medicaid Managed Care (SMMC) program, and you can apply online. Three separate programs compose SMMC: the Long-Term Care program (LTC), the Managed Medical Assistance (MMA) program, and the Dental Program. Seniors can access Medicaid coverage through several waivers:

If you or your loved one needs counseling support with Medicaid, check out the Serving Health Insurance Needs of Elders (SHINE) program offered by the Florida Department of Elder Affairs and the Area Agency on Aging. There’s also the Florida Long-Term Care Ombudsman Program, which provides individuals with advocacy support.

Medicare

Medicare, a federal health insurance program, is designed for individuals who are 65 or older or diagnosed with certain disabilities or illnesses. Although Medicare cannot cover the costs of rent in assisted living, it can help with certain short-term health care costs, such as prescription medications and medical equipment.

Seniors in Florida who require financial assistance or Medicare counseling can also rely on several state programs, including:

  • Florida’s Serving Health Insurance Needs of Elders (SHINE) program provides free financial counseling and Medicare classes.
  • The Florida Discount Drug Card Program provides all Floridians with prescription medication discounts.
  • The Hope Program for All-Inclusive Care of the Elderly (PACE) provides free services such as home care, diagnostic services, and medical care.

Because the Social Security Administration operates Medicare, your local office is the best resource for general questions. However, if you or your senior family member has concerns about long-term care facilities, you can contact the Florida Ombudsman Program or the Florida Department of Elder Affairs.

Naples laws and regulations for assisted living facilities

All assisted living communities in Florida must be licensed and regulated through the Bureau of Health Facility Regulation. Beyond the standard license, you may find assisted living communities with additional specialty licenses like limited nursing services, extended congregate care, and limited mental health services.[03]

Standards of care

Assisted living communities with standard licenses provide housing, meals, and personal care services. Staff may either help residents with taking their medications or, in some cases, administer the medications for them.[03]

There must also be someone available at all times who is certified in first aid. Other staffing requirements depend on the size of the facility. In general, facilities must have enough staff present to meet residents’ needs at all times.

There are also strict training guidelines for staff members on everything from emergency procedures to providing personal care. Specialized training is required for staff assisting those with Alzheimer’s or dementia.[03] Staff members are also required to pass extensive criminal background checks, and they must be screened again every five years.[03]

Inspections

Communities are inspected before being licensed and at least every two years after to make sure they are following requirements.[03] These inspections generally cover the elements below:[04]

  • Clinical records
  • Staffing reports
  • Resident and staff interviews
  • Compliance with all regulations

Inspection reports are located on the Florida Agency for Health Care Administration website. You can either search with the interactive map to find your region, or you can enter information on the assisted living community. Choose “assisted living facility” for the provider type, and then enter the community name and address. Click “continue” to view the search results. To read a community’s report, click “select” to the left of the community’s name.

COVID-19 regulations for Naples assisted living facilities

There are no COVID-19 ordinances in Naples at this time. However, it’s recommended that individuals and assisted living facilities adhere to the guidelines from the Centers for Disease Control and Prevention (CDC). We also recommend contacting any assisted living communities you’re interested in, as each facility may have its own policies.

Vaccines and boosters are not required but recommended.

Anyone who has been exposed to COVID-19 or is experiencing symptoms should wear a well-fitting mask.

What assisted living is like in Naples

Naples, Florida, offers a resort-style retirement near the beaches or the heart of downtown. It’s the perfect city for people who are fond of warm climates and upscale living. At a Naples assisted living community, you can expect luxury amenities and an abundance of life enrichment opportunities.

Coastal resort-style living

Most Naples assisted living communities offer private or companion apartments, suites, or villas with high-end furnishings and appliances. Compared to other cities in Florida, the cost of living in Naples is relatively high, making it an expensive place to live. For context, Naples assisted living communities cost about 8% more than Bonita Springs and Fort Myers.[01]

In addition to the desirable proximity to white sand beaches, you can expect plenty of fine dining options and high-end stores throughout the city, including luxury boutiques and name-brand designers. You’ll also have plenty to enjoy within your assisted living community, from live musical and theater performances to classes and lectures from visiting professors.

A range of senior living options

Of the 13 assisted living facilities we partner with in Naples, only two are classified as stand-alone facilities. The rest of the communities offer assisted living in addition to other types of senior living. This makes them ideal for people anticipating differing health needs in the future or for couples. Here’s what our other partner communities offer:

In addition, on-site nursing is available at 92% of our partner assisted living facilities, and 31% of them have skilled nursing facilities on-site for residents with more complex medical needs.[01]

Transportation for seniors in Naples

Almost all of our partner assisted living facilities offer senior transportation services. In fact, 92% offer either complimentary or at-cost transportation.[01] Naples is a car-dependent city with few walkable areas, so these senior-friendly services provide a convenient and safe way to get around the city.[06]

However, there are some neighborhoods that are easier to get around without a car. Old Naples, Lake Park, and Sun Terrace are the most walkable neighborhoods in the city. There are also some bike lanes available, too.

The local bus system is run by Collier Area Transport (CAT), which offers 19 routes throughout the city. On the waterfront, Naples Bay Water Shuttle connects to popular dining and shopping spots in the city.

For those who require assistance, CAT’s bus system is fully accessible, and it also provides a door-to-door paratransit service called CATConnect. Seniors who meet ADA eligibility requirements can fill out an application for this service.

Below are Walk Score’s ratings for Naples, which range from zero to 100. These scores may help seniors and their visitors find ways to explore the city, as a higher score means that the mode of transportation is easy to access.[05]
