Costs of senior apartments in the Naples area

According to Place for Mom proprietary data, the average monthly cost for a senior apartment in Naples is $1,949, though you can expect to pay as little as $1,755 or as much as $2,572.[01] Because senior apartments are designed for independent, active individuals, you won’t find amenities like personal care or health care built into these costs. Still, you can expect to find communities with amenities like fitness centers, game rooms, theaters, and swimming pools.

The graphic below outlines the average baseline costs of senior apartments in Naples without any add-on fees.

How people pay for senior apartments in Naples

Because senior apartments don’t provide personal or health care to residents, programs like Medicaid, Medicare, and long-term care insurance will not cover the custodial costs (like rent) of living in a senior apartment. They may, however, cover costs related to necessary in-home care services. In this section, you’ll learn how seniors can use these health programs and other payment options such as private pay methods, VA benefits, and public assistance to pay for senior apartment living.

Private pay methods

Often, seniors will use multiple private pay methods to cover the costs of senior apartments. These can be personal savings, pensions, investment returns, and Social Security benefits. Other popular options for funding a senior apartment include:

There are several resources Naples veterans can utilize to support the cost of senior apartments. This includes VA Pension and the Aid and Attendance benefit. This benefit supports veterans who need assistance with daily activities. Veterans can apply for this benefit online or at a regional VA office. There are also other veteran benefits available, such as adapted housing grants. You can view the complete list online.

For support in determining eligibility, we recommend contacting a veterans services officer. They are vetted by the U.S. Department of Veterans Affairs and are recognized as an authority on VA benefits. In Naples, there’s the Collier County Veterans Services, a Veterans of Foreign Wars post, and a Disabled American Veterans (DAV) location in addition to the VA offices. They all specialize in helping veterans through the VA benefits process.

Medicaid

Medicaid doesn’t cover rent for senior apartments, but it can be used toward some applicable in-home health care costs.

Medicaid in Florida is operated by the Agency for Health Care Administration through the Statewide Medicaid Managed Care program (SMMC). This program is divided into three components: the Long-Term Care program, the Managed Medical Assistance program, and the Dental Program.

The Long-Term Care program, which aims to prolong independent living by funding in-home health services, will be the most applicable to Individuals living in senior apartments. Seniors can apply for the program through a Long-Term Care waiver and view the enrollment steps here.

People who want to use Medicaid to help with other health care costs can also apply through the Home and Community-Based Services Waiver program. In Florida, Medicaid covers in-home health care services conducted by a registered nurse, licensed practical nurse, or qualified home health aid.

Locals can access unbiased, one-on-one financial counseling through the Florida Department of Elder Affairs and the Area Agency on Aging through the Serving Health Insurance Needs of Elders program. For those who need advocacy or have grievances, the Florida Ombudsman Program is available to support.

Medicare

Seniors who are 65 years of age or older or individuals who are diagnosed with certain illnesses and disabilities can apply for Medicare, a federal health insurance program. Like Medicaid, Medicare doesn’t cover rent. However, seniors can use it to pay for necessary in-home care.  Typically, these costs are for short-term acute care, doctor visits, and medication. Apply for Medicare online.

There are also several state and local programs that can support expenses and questions related to Medicare. These programs include:

  • Florida Medicare Savings Program. This program supports those on low fixed incomes by paying for Part A and Part B premiums. You can check online to determine eligibility and enroll.
  • Florida Discount Drug Card Program. All Floridians can use this drug card program to receive discounts on most prescription medications.
  • Serving Health Insurance Needs of Elders (SHINE). SHINE offers free financial Medicare counseling and virtual Medicare classes.
  • Hope Program for All-Inclusive Care of the Elderly (PACE). The Hope PACE program provides free services like medical care, home care, and diagnostic services for eligible seniors. To determine eligibility and enroll, check the PACE website.

Because Medicare is operated by the Social Security Administration, contacting them directly with questions is best. For support or concerns with long-term care, you can reach out to the Florida Ombudsman Program.

Public assistance for seniors in Naples

People on a low income may find assistance through the Housing Choice Voucher program managed by the U.S. Department of Housing and Urban Development. This program helps cover some monthly rent costs and can be used in any accommodation where housing choice vouchers are accepted. You can determine eligibility on the HUD website.

Collier County also offers a Tenant-Based Rental Assistance program which supports low-income individuals via subsidies for rent, security deposits, and utility deposits. You can find application information online.

Social Security benefits can also be used for any cost of living. The following benefits are the most popular, though it’s important to note each has different eligibility requirements.

Understand Florida laws and regulations for senior apartments communities

As rental properties, senior apartments are subject to all state and federal laws that apply to rental housing. Locally, Collier County enforces the Fair Housing Act, which protects people from discrimination during the sale, rental, or financing of housing. It also ensures that those with disabilities aren’t discriminated against when receiving federal financial assistance.[03]

Renters are also protected by the Americans with Disabilities Act which makes it unlawful to discriminate against people with disabilities. It also ensures those with disabilities can request reasonable accommodations for rental properties. In addition, the Equal Credit Opportunity Act provides protection from discrimination during any part of a credit application.[04]

Additionally, Florida has local tenants’ rights, laws, and protections, all of which can be accessed on the U.S. Department of Housing and Urban Development website. According to Collier County regulations, all condos or co-op buildings three stories or taller must have structural inspections once they are 25 years old and every ten years after that. Inspection reports are available online.

Senior apartments also have age restrictions in Florida. At least 80% of occupied units must have a resident over 55 years of age, while other occupants must not be younger than the minimum age requirement. This requirement changes from community to community, but it is typically 45.

Transportation for seniors in Naples

Walk Score ranks Naples a 35 out of 100 for walking, which means the city is mostly car-dependent. The score is determined by how friendly a city is to pedestrians. You’ll need a vehicle for most daily errands.[07] However, if you prefer to walk as much as possible, Old Naples, Lake Park, and Sun Terrace are all walkable neighborhoods. Naples also has bike lanes scattered across the city for those who’d rather exercise while traveling.

Collier Area Transit (CAT) provides public transportation, offering 19 routes in the county. Naples Bay Water Shuttle serves the waterfront, operating between several popular shopping and dining spots.

For those who need additional support while traveling, CAT also offers paratransit options through CATConnect. This door-to-door service is designed for people who are unable to use the fixed-route bus system. To use this service, seniors must meet Americans with Disabilities Act eligibility requirements and apply at Ridecat.com.

If you’re not eligible for CATConnect, you can make reasonable modification requests to improve access to the fixed-route bus services. These modifications include:

  • Adjusting a pick-up or drop-off location at a bus stop to remove obstructions.
  • Allowing passengers to eat or drink if they have a medical condition.
  • Having a chaperone or assistant accompany people with limited mobility.

More details on reasonable modification requests can be found on the CAT website and via this document.
