I found Chelsea to be very clean inside, as well as outside. To the best of my knowledge the move in process went well. My brother was able to have furniture delivered to his room prior to moving in. I can't speak to the quality of the meals since I don't live there. The Chelsea was not prepared to care for him after the decline. There were a few minor glitches because it is a new construction but they were quickly addressed by the very competent and friendly staff.
