How people pay for senior apartments in Georgetown

Making a monthly payment to a senior apartment complex is generally done out of pocket. There are benefits that can offset the cost, however, be it directly or indirectly. In this section, we will discuss how VA benefits, Medicaid, Medicare, and public assistance may be able to help make room in the budget for rent.

Private pay methods

Paying the rent at your senior apartment is something you’ll generally do with what’s considered a private method of payment. That can mean anything from Social Security benefits and pensions to investment returns or private savings accounts. The following are other private options to consider:

Number of veterans who live in Georgetown

About 67% of Georgetown veterans are 65+

With well over half of Georgetown’s veterans at retirement age, many are considering benefits that can help them with the cost of senior living. The VA Pension is one such benefit that can help senior veterans who qualify. Another one that might help is the Aid and Attendance, which is paid in addition to the VA Pension. The Aid and Attendance is for veterans who need help with daily activities, have poor eyesight, are in a nursing home, or must stay in bed much of the day.

Accessing the benefits or figuring out if you are eligible for these or other options isn’t an easy task. There are plenty of ways to get help with the process. Georgetown has veterans service officers who are experts in doing just that. These officers can be found at the Williamson County Veterans Services Office or through veterans service organizations, such as the American Legion.

It’s worth connecting with these guides to make sure you don’t leave any possible benefits on the table.

Medicaid

In Texas, Medicaid is health insurance for low-income seniors. While it doesn’t cover the rent of a senior apartment, it can help if a doctor says you need in-home health care services. In that case, a home and community based services waiver can provide coverage for you to receive that care in your senior apartment.

You can apply for Medicaid online. Texas also offers Medicaid for the Elderly and People with Disabilities (MEPD). This is available for some low-income seniors who are already on Medicare. You can apply for this on the Your Texas Benefits portal as well.

Additionally, Texas has a Health Insurance Premium Payment Program (HIPP) that will cover the premium for employer-sponsored health insurance in a household where one person in the family is on Medicaid. You can apply for HIPP online.

If you need help navigating all this, the Area Agency on Aging of the Capital Area operates the Aging and Disability Resource Center of the Capital Area and the Long-Term Care Ombudsman Program. Both of these are good resources to reach out to for help.

Called the “Pink Book,” this Texas Medicaid Reference Guide provides in-depth information on the program if you want to do a deeper dive.

Medicare

Medicare — the health insurance for those 65+ — doesn’t cover senior apartment rent, but it could help with medically necessary in-home care for short-term medical needs. This online list goes into detail about your Medicare coverage for specific items.

Medicare Savings Programs can offset additional costs by covering part or all of the Medicare premiums or copayments. Texas also offers a low-income subsidy called Extra Help that gives low-income seniors additional assistance with paying for prescription drugs.

Texas provides a free Medicare Helpline for you to call and get help with the process of understanding and applying for Medicare. This is part of the Texas Health Information, Counseling and Advocacy Program (HICAP), which offers free counseling about your Medicare options and can help you enroll. You can also reach out to the Williamson County long-term care ombudsman housed at the Aging and Disability Resource Center of the Capital Area.

You can apply for Medicare online or by downloading and printing out enrollment forms to take to your local Social Security Administration (SSA) office.

Public assistance

The U.S. Department of Housing and Urban Development’s (HUD) Housing Choice Voucher Program is one of the primary ways to receive public assistance with the cost of a senior apartment. However, you do have to make sure the landlord accepts the vouchers before being able to use them. It’s also worth noting that Georgetown has a waiting list for this program that is currently full; keep checking with the Housing Authority of the City of Georgetown for updates on that status.

Social Security benefits are another way to get help paying for senior housing. Here are some programs that you might qualify for:

For disability advocacy, you can reach out to the Coalition of Texans with Disabilities based in Austin or the Aging and Disability Resource Center of the Capital Area.

Understand Texas laws and regulations for senior apartments communities

There are no licensing requirements for senior apartment complexes in Texas because they do not provide care of any type. However, they are still governed by federal and state laws that protect residents of rental properties.

Some of the important laws and regulations that apply include:

  • The Fair Housing Act, which states that housing discrimination cannot occur due to race, religion, sex, disability, nationality, or family status.
  • The Housing for Older Persons exemption, which is part of the Fair Housing Act, provides provisions for senior housing which means at least 80% of the units have to be for people 55+.
  • The Americans With Disabilities Act (ADA) mandates that senior apartments must provide appropriate accessibility and prohibits discrimination against anyone with disabilities.

In Texas, this state Property Code discusses both the landlord’s and tenant’s rights and responsibilities around everything from leases and rent payments to security deposits and repairs. The state provides this Texas Landlord/Tenant Law Guide to give you a full picture of your rights and responsibilities as a renter.

Transportation for seniors in Georgetown

While you can get around on foot downtown or in the Old Town District, you’ll really need a car for everything else in Georgetown. On a scale of 100, Walk Score only gives Georgetown a 23 for being pedestrian-friendly and a bike score of 35, which means the city has some bike lanes but not a lot.[04] Walk Score is an organization that grades the walkability of addresses across the country.

If you don’t have a car of your own or don’t want to drive, CARTS has 60 buses and vans that run on fixed routes throughout Central Texas. All buses are equipped with bike racks and are wheelchair accessible. Seniors who are at least 65 and people with disabilities get half-price fares, and that includes the $88 monthly pass for just $44, or if you want to pay per ride, it’s just a dollar one way.

Georgetown’s limited paratransit service, GoGeo, is available Monday through Friday from 7 a.m. to 7 p.m. If you are 65+, you can skip the eligibility process and sign up with a quick phone call to 512-478-RIDE. If you’re not yet 65, you can fill out a paper application to apply.

Another way to get a ride is through Faith in Action’s Driving Seniors program. This nonprofit organization has volunteer drivers providing free rides for seniors to get to medical appointments or run errands. The volunteers offer door-to-door service, but since they’re using personal vehicles, wheelchairs can’t be accommodated.

Senior activities in Georgetown

Texas is known for being bigger than life, and Georgetown embodies that spirit while adding its own small-town charm to the mix. There’s a lot to take in because Georgetown is stacked with friendly faces, great food, natural beauty, and fun experiences.

Lean into the local experience

Georgetown claims to have the most beautiful town square in Texas. See if you agree! Take the historic Georgetown walking tour and enjoy dining, shopping, and public art. Grab a map at the Visitor’s Center or book a guided tour. Stop for a made-from-scratch cinnamon roll at what looks like a cozy, bright green home overlooking the square; it’s the charming Sweet Lemon Kitchen. Better yet, grab your friends and book a ladies’ luncheon! And can you really say you’re a Texan if you don’t have a hat? Stop by Nathaniel’s Custom Hats on the square to pick up a head covering from a master hatmaker who creates them on vintage equipment, or decorate your own at Teal Sky Boutique’s hat bar!

Play the tourist

Be a tourist in your own town and hit up the big attractions. You can’t miss Inner Space Cavern, which bills itself as the best-preserved cave in Texas, complete with prehistoric animal bones. For some modern excitement, hop on the Saber Tooth Zip Ride while you’re there.

Enjoy Georgetown’s arts scene by calling the box office at the renovated Art Deco Georgetown Palace Theatre for a live performance. Each play features an American Sign Language night and sensory-friendly shows. Explore the Georgetown Art Center, where you can appreciate exhibits and take part in workshops.

Get outside and enjoy free fun

Play disc golf, have a picnic, or walk a trail at San Gabriel Park. Use this interactive parks and trails map to explore the more than 40 Georgetown area parks. You can find a spot for a half-mile stroll or a more vigorous outing on a more than 5-mile hiking and biking trail. Whichever park you choose, don’t miss the scenic lagoon at Blue Hole.

During the summer, take in a free outdoor movie on the big screen at the Sunset Movie Series or kick back at Live on the Lawn, a summer music series at Garey Park. Take part in the Color the Sky Kite Day or the annual Cupid’s Chase 5K & Fun Run. Take your grandkids along to the Family Nature Fest; it’s educational and fun.

Georgetown also has some festivals you won’t want to miss. The biggest is the Red Poppy Festival featuring tons of free fun. It’s a full weekend featuring live music, a car show, a parade, BMX stunt shows, an artisan market, and — of course — plenty of great food!

Do senior stuff with your peers

You know what they say: You’re only as old as you feel! So get together with your peers and Keep Young Doing Senior Stuff (KYDSS). This group meets monthly to discuss and plan for trips to take together. Break out your blue suede shoes and take part in the senior dance program; learn country line dances or how to hit the dance floor ballroom style. Need some adventure? You’ll want to check out the Georgetown Parks and Recreation Department’s Senior Adult Adventure Program, where you can take part in kayaking, fishing, and archery. And if you want some downtime, find your next great read at the Senior Adult Book Swap.
