Several VA benefits are available to support the medical and home costs of qualified veterans in Memphis. One of the most common benefits is the Aid and Attendance benefit, which can be added to an existing VA Pension to pay for anything that improves a senior’s quality of life — which may include rent at an independent living community.

To be eligible, a veteran must have a service-related disability. This can encompass a lot of things, so it’s worth looking into even if you’re not sure whether your condition qualifies.

Because the benefit approval process is long and complicated, we recommend utilizing the supportive services of local veteran service organizations (VSO). Most of the VSOs that serve the Memphis area operate out of the Shelby County Veteran Services office. This office can connect senior veterans to local, regional, and national services offered by VSOs like the Veterans of Foreign Wars (VFW) and American Legion.

Memphis Medicaid and Medicare for independent living

Neither Medicare nor Medicaid can be used to pay for independent living housing costs, but they can be used to cover qualified medical and in-home care services.

Medicaid for senior care services

Medicaid provides health care coverage for people with lower incomes and disabilities. Medicaid is funded by the federal government and administered by individual states. This allows states the freedom to create their own health care programming. Tennessee’s Medicaid program is called TennCare and provides benefit packages for eligible individuals, with services that may include:

  • Long-term care
  • Home health care
  • Doctor’s visits
  • Mental health services
  • Occupational and physical therapy[03]

In-home care can be accessed through the TennCare CHOICES program. Designed for seniors and adults with disabilities, the program provides long-term care services for qualified applicants to help them remain in their community. Services may include personal care, home-delivered meals, and minor home modifications.[04]

Medicare for senior care services

Medicare is a federal health insurance program for seniors 65+. There are three parts of Medicare, sometimes referred to as Original Medicare, that cover specific services:

  • Medicare Part A (Hospital Insurance) covers inpatient hospital care and short-term care at skilled nursing facilities.
  • Medicare Part B (Medical Insurance) covers doctor’s visits, physical and occupational therapy, and some medical supplies.
  • Medicare Part D (Prescription Drug Coverage) pays for qualified prescription medications.[05]

Some seniors may choose Medicare Part C, also known as Medicare Advantage. This coverage is offered through Medicare-approved private insurance companies and is required to provide the same services as original Medicare.[06]

Some seniors may also qualify for specific programs aimed to support long-term care for seniors. One example is the Program for All-Inclusive Care for the Elderly (PACE) which provides access to certain in-home care benefits that allow them to continue living in their community as long as possible.[07]

Understand Tennessee laws and regulations for independent living communities

In Tennessee, independent living communities don’t need to be licensed or require regular inspections, because they’re not considered care facilities. However, a license is required if an independent living community shares facilities with an assisted living senior care community. Independent living communities in Memphis typically have a minimum age requirement of 55. All rental complexes are required to follow general housing standards under the Fair Housing Act and the Americans with Disabilities Act. COVID-19 regulations for Memphis independent living communities

Independent living facilities don’t have to adhere to specific COVID-19 regulations. However, around half of the independent living communities in Memphis are combined with assisted living facilities, so you may find COVID-19 guidelines in practice in communal areas.

Tennessee doesn’t have any state mandates and instead follows Centers for Disease Control (CDC) guidelines and Centers for Medicare and Medicaid (CMS) visitation guidance.[08]

Memphis is a sprawling large city with limited walking and biking lanes. For that reason, many people rely on cars to get around. All independent living communities in the area offer parking to residents. But if you don’t have a car and want to live in a walkable neighborhood, neighborhoods like East Midtown, Idlewild-East End Historic, and Barry F. Homes could be a great fit.

For people who don’t want to drive, the city offers fixed-route bus lines and trolleys operated by Memphis Area Transit Authority (MATA). MATA’s bus service has 26 lines across the city and operates fairly frequently. The trolleys offer a unique way to see the city but are only available downtown.

There are also a number of organizations that offer transportation to seniors or people with disabilities who are unable to use the fixed-bus routes MATA offers.

  • Operated by MATA, MATAplus is a door-to-door service that extends three-quarters of a mile beyond the fixed route bus system. Eligibility complies with the Americans with Disability Act (ADA) and is available for individuals unable to use MATA independently or without a boarding assistance device. After your application to ride has been approved, you can call the reservation line to book a trip.
  • The Independent Transportation Network operates throughout Tennessee and it’s available to anyone over the age of 60 who lives within the I-240 loop. This service is a 24/7 door-to-door service where riders can choose to share a ride or ride solo like a taxi service.
  • The Shelby County Senior Volunteer Transportation Network is a program coming soon to Memphis. This program will serve to partner volunteer drivers with seniors in need of accessible and affordable transportation.
