How people pay for a nursing home in Tallahassee

Planning and paying for long-term care can be a complex and overwhelming process. It’s important to understand the different payment options available to you, whether you’re looking for nursing home care, memory care, or assisted living in the Tallahassee area. Fortunately, there are several ways to pay for long-term care, including private payment methods, VA benefits, Medicaid, Medicare, and public assistance.

At A Place for Mom, we understand the importance of finding the right payment option for your long-term care needs. That’s why we offer resources and guidance to help you explore private pay, VA benefits, Medicare, and Medicaid resources for seniors in Tallahassee. Check out our tabs for more information on these payment options.

Private pay methods

Private pay is an option for seniors who have sufficient funds to pay for their long-term care needs. This is the most common payment method for nursing home care, memory care, or assisted living facilities, with seniors using their own personal savings, retirement funds, or long-term care insurance policies to cover living expenses.

Private pay means that seniors pay for their care out of their own income and assets, including savings, Social Security benefits, pensions, and investment returns. Private pay can also include income from selling a house, a reverse mortgage, or using health savings accounts. Additionally, some seniors may choose to use their life insurance policies to help pay for long-term care expenses.

Number of veterans who live in Tallahassee

About 32% of Tallahassee veterans are 75+

As a veteran, there are benefits that can help you pay for long-term care such as assisted living or memory care. One such benefit is called Aid and Attendance, which is designed to provide financial assistance to veterans who require help with everyday personal care needs, are bedridden, live in a nursing home, or have poor eyesight. You might be eligible for the A&A if you currently receive a Veterans Pension. The VA Pension is a tax-free monetary benefit paid to low-income wartime veterans who are 65 or older, totally and permanently disabled, living in an assisted care facility, and/or receiving Social Security Disability Insurance (SSDI) or Supplemental Security Income (SSI). These funds can be used to cover nursing home, memory care, or assisted living payments.

There are also monthly tax-free payments provided to veterans with a service-connected disability called the VA Disability Compensation. The amount of payment is determined by the level of disability. It’s important to note that having a disability due to active military service does not automatically initiate disability compensation payments. Therefore, veterans must apply for the benefits, as service-connected disability status influences VA copay and program eligibility.

To apply for these benefits, it is recommended that you work with an accredited representative or agent, such as a veterans services officer. These officers are vetted and recognized by the VA, and they can help you navigate the complex VA benefits system to ensure that you do not miss out on any benefits. Other great resources for seniors when it comes to VA benefits include the regional VA office in St. Petersburg or local veterans services organizations (VSOs).

Medicaid

If you or a loved one is in need of long-term care, Medicaid may be able to help cover some of the costs. In Florida, the Medicaid program is called Statewide Medicaid Managed Care (SMMC) and is administered by the Agency for Health Care Administration (AHCA). It is important to note that Medicaid does not pay for custodial care, which includes room and board, in assisted living or memory care facilities. However, Medicaid does cover custodial care in nursing homes. To qualify, you must require a nursing home level of care.

The Home and Community-Based Services (HCBS) waiver covers some medically necessary costs in memory care or assisted living, but not room and board. To find out more about eligibility requirements and covered services, you can contact the Elder Helpline or visit the Elder Affairs website.

There are also senior-specific and/or disability-specific long-term care programs available in Florida that may provide additional support. The Local Area Agency on Aging can help seniors access these long-term care services offered by their state and city. If you need help navigating the Medicaid system, there are many resources available, such as SHINE (Serving Health Insurance Needs of Elders) and the local long-term care ombudsman.

Medicare

While Medicare does not cover custodial care costs, such as room and board or rent for assisted living or memory care, it can help with certain medical needs. For example, it can assist with hospital stays, lab tests, hospice care, doctor visits, and home health care services. Medicare may also cover some preventive care, such as screenings for cancers and mental illnesses.

When it comes to applying for Medicare, there are two options: online or in person at the local Social Security Administration office. Before making the trip to the SSA office, you should check your eligibility. If you live in Tallahassee, there are local resources available to help with Medicare-related needs. For example, the Florida Agency for Health Care Administration offers the Florida Medicare Savings Program, which can help those who qualify with their Medicare premiums, deductibles, and coinsurance payments. Advantage Aging Solutions, the local area agency on aging, can also provide you with important information about Medicare and senior care options.

SHINE (Serving Health Insurance Needs of Elders) is the state’s health insurance assistance program (SHIP), and it offers seniors free, unbiased advice on a range of Medicare-related topics. Florida’s Department of Elder Affairs also provides a number of services and programs for seniors. If you’re having trouble understanding Medicare, the local long-term care ombudsman is another valuable resource who can help out.

Understand Florida laws and regulations for nursing homes

Florida has specific laws and regulations for nursing homes, assisted living, and memory care facilities, which are all licensed and regulated by the Florida Agency for Health Care Administration’s Bureau of Health Facility Regulation. The Bureau also performs regular inspections to ensure these facilities abide by federal and state standards. Nursing homes are also subject to federal laws.

During these inspections, a surveyor will visit the facility and investigate any complaints or violations. These inspections are unannounced and typically occur at least once a year, although facilities that have had prior complaints filed against them may be inspected more often than others with fewer complaints. If they violate any standards, the inspector would include the violations and failures in an inspection report called a statement of deficiency. The report is sent to the violating facility that is required to submit a plan of correction. The ratings are based on health inspections, staffing levels, and a variety of quality measures. The property owner or manager will be notified of the inspection results, and the residents can ask them for the property’s inspection information (the results or report). Seniors can request inspection reports from the Florida Agency for Health Care Administration.

Nursing home standards

Under Florida’s standards, each nursing home must have at least one physician, dietician, and nurse. These medical professionals must be in good standing and stay in compliance with ongoing education requirements, and all must undergo a criminal background check. Florida nursing home staffing requirements are mandated by law. The staffing ratios consist of three levels of care providers: Certified Nursing Assistants (CNAs), Licensed Practical Nurses (LPNs), and Registered Nurses (RNs). Together, LPNs and RNs are considered licensed nursing staff. There must be a minimum weekly average of certified nursing assistants and licensed nursing staffing combined with 3.6 hours of direct care per resident per day.

Assisted living and memory care standards

Assisted living facilities in Tallahassee have to be inspected prior to licensure, as well as at least once every two years. The types of services that assisted living facilities provide depend on their licensure type. Standard facilities provide personal care services and assistance with self-administration of medications. Facilities with a limited nursing services license can provide additional nursing services specified in regulations, while facilities with an extended congregate care license can provide more extensive assistance with activities of daily living, plus additional nursing services if required by the resident’s service plan.

State laws and regulations must be followed by all types of licensed assisted living facilities. The regulations cover rules around medication administration, meals, staffing, training, requirements for the physical facility, and the exact services each level is allowed to provide.
