How people pay for assisted living in Naperville

It can be difficult to navigate the complex landscape of senior living — and the numerous avenues that are available for paying for assisted living in Naperville. Unlike independent living and senior apartments, assisted living communities may be partially covered by certain insurance and benefit programs because these facilities provide care services.

In this section, we’ll explore the various payment options that are available, including private payments, VA benefits, Medicaid, and Medicare.

Private pay methods

Private pay methods are among the most straightforward options for paying for assisted living in Naperville. Private pay includes income sources such as savings, Social Security benefits, pensions, and investment returns. Additionally, it might be worth considering other financing options such as life insurance policies, reverse mortgages, long-term care insurance plans, or a health savings account.

It’s important to understand all the payment options available so you or your loved one can make an informed decision. Learn more about additional sources that can help finance assisted living in Naperville below:

VA benefits

About 23% of Naperville veterans are 75+

Veterans in Naperville may be entitled to benefits that can help cover the costs associated with assisted living. You can learn more about the VA benefits available by reviewing the Illinois veterans’ benefits guide.

The Aid and Attendance benefit may help eligible veterans and their spouses pay for assisted living in Naperville. The benefit can cover senior housing costs, including assisted living facilities in Naperville. However, it’s needs-based, meaning accessing this benefit depends on the applicant’s financial and medical eligibility. To apply, submit a VA Form 21-2680 to your pension management center or submit it in person at your regional VA office.

Another benefit that’s available for veterans is the VA Pension. This can be utilized to cover housing or health-related needs. You can check eligibility for the VA Pension online. To apply for the VA Pension, you can fill out an online application, mail VA Form 21P-527EZ to the VA Pension Intake Center, or submit your application in person at your regional VA office.

The VA also offers disability compensation for veterans who became disabled as a result of service. The level of compensation that can be received is based on the degree of the disability. To apply for this compensation, you or your loved one can mail VA Form 21-526EZ-ARE to the regional VA office or bring it in person. The form can also be submitted online.

Navigating the VA benefits system can be complex, but don’t worry — there is help available. Veterans service officers and other local resources can assist with understanding eligibility and applying for these benefits. Veterans services officers are VA-vetted and recognized representatives who specifically help veterans apply for the benefits that they might be entitled to, helping to ease the transition into an assisted living facility in Naperville. To get in touch with one, contact a VA office or veterans services organization (VSO), such as the American Legion or Veterans of Foreign Wars.

Medicaid

HealthChoice Illinois, Illinois’ Medicaid program, provides benefits for eligible senior care services. In Naperville, Medicaid can help with some health-related costs associated with assisted living but not rent.

One component of HealthChoice Illinois’ offerings is its home and community based services (HCBS) waiver programs. These waivers include the following:

  • IL HCBS Waiver for Persons Who Are Elderly: This waiver is designed to assist older adults and provides services including adult day care, emergency home response, homemaker services, and personal assistant services.
  • IL HCBS Waiver for Persons With Brain Injury: This waiver supports individuals diagnosed with a brain injury with services including adult day care, prevocational services, supported employment, behavior therapies, and environmental accessibility adaptations.
  • IL HCBS Waiver for Persons With HIV or AIDS: This waiver offers a range of homemaker services, personal emergency response systems, and specialized medical equipment for people diagnosed with HIV or AIDS.

For a comprehensive understanding of these programs and to apply, visit the Application for Benefits Eligibility website.

Applying for Medicaid and understanding eligibility requirements can be a cumbersome process. But remember: You don’t have to go through this alone. Naperville has local resources available to help you.

AgeGuide (the Northeastern Illinois Area Agency on Aging), the long-term care ombudsman, and the home care ombudsman are available to help you or your loved one understand eligibility, the application process, and which benefits you or your loved one might be entitled to.

Medicare

Medicare is a health coverage program that supports seniors who are 65+ or people who are suffering from certain disabilities. While Medicare doesn’t cover living costs associated with assisted living facilities, it can be a valuable resource for covering necessary medical needs within these care settings.

Comprehensive information about Medicare can be found online. To apply for Medicare, you or your loved one can contact your local Social Security Administration office or sign up online.

The process of understanding and applying for Medicare can be challenging. Thankfully, the Illinois Senior Health Insurance Program (SHIP) can help. SHIP is a free health insurance counseling service for Medicare beneficiaries and their caregivers. It provides free benefits counseling, giving seniors the tools and knowledge to make informed health care decisions. To learn more about SHIP, visit the Illinois Department on Aging website.

The long-term care ombudsman can also help. The ombudsman is a government-appointed official who helps seniors navigate Medicare and provides assistance with understanding eligibility, completing applications, and more. Getting assistance from the ombudsman is free and can be invaluable when navigating the Medicare landscape.

The following are some Medicare programs you or your loved one might qualify for that could help cover medically necessary in-home care in an assisted living facility.

  • Illinois Medicare savings programs: Naperville seniors can find support through Illinois’ medicare savings programs. These programs can help cover Medicare premiums, co-insurance, and deductibles. The 2022 Illinois Medicare savings programs chart outlines more detailed information and application instructions. When you or your loved one are ready to apply, the application can be submitted directly through the Application for Benefits Eligibility website.
  • Program of All-Inclusive Care for the Elderly (PACE): Illinois is set to launch PACE in June 2024, which will provide comprehensive community-based health services. This program will give seniors more choices for how they receive care as their needs evolve, helping them remain at home or in their assisted living community longer. Read more about PACE and the regions it will cover on the Illinois PACE program website.

Understand Illinois laws and regulations for assisted living facilities

Assisted living communities in Illinois are governed by specific laws and regulations to ensure seniors’ safety, well-being, and rights. It’s important for families and potential residents to be aware of these regulations when considering assisted living communities.

Licensing

In Illinois, assisted living facilities must be licensed. These facilities undergo Life Safety Code/physical environment inspections performed by the Illinois Department of Public Health’s (IDPH) Design and Construction Section as part of the licensing process. IDPH also conducts annual unannounced visits to each establishment to verify compliance with licensure requirements and standards. Any additional visits may occur without advance notice.

Although public access to inspection reports and licenses isn’t directly available online, you or your loved one can submit a Freedom of Information Act request to obtain these records.

Staffing regulations

Staffing in Illinois assisted living facilities is regulated to meet residents’ 24-hour scheduled and unscheduled needs. There must be at least one staff member on duty at all times and one direct care staff member with current certification in CPR for adults.

Additionally, each manager and direct care staff member must complete at least eight hours of ongoing training annually, which includes aspects such as resident dignity, disaster procedures, hygiene and infection control, abuse and neglect prevention, and assisting residents with activities of daily living.

Care plans

Every resident in an assisted living facility in Illinois must have a mutually agreed-upon written service plan based on a physician’s assessment and evaluation. This service plan should be developed by the resident (or their representative), the facility’s manager (or a designee), and a registered nurse (if the resident is receiving nursing services or medication administration).

Service plans must be reviewed annually — or more frequently if the resident’s condition, preferences, or service needs change. These plans must also detail the level of service the resident receives, the health-related services needed, the staff responsible for service plan provisions, any risk being negotiated, and medication requirements.
