If your loved one is a military veteran — or their spouse was — the Veterans Administration has some benefits that may help your loved one pay for a memory care facility. Two of the most common benefits are the VA Pension and the Aid and Attendance benefits. Both of these benefits are paid out monthly to eligible veterans. The Aid and Attendance benefit was created specifically for vets who need assistance with daily activities, are limited in their ability to get out of bed or live in a nursing home, or have serious vision problems.

To help your loved one determine if they qualify for any VA benefits, you can enlist the help of a veterans services officer. These trained experts provide free help with the claims process. They can also help your loved one find any additional benefits they might be eligible for. Medicaid

If your loved one has limited resources, they might qualify to receive Medicaid in Texas. This program won’t directly cover the monthly cost of living in a memory care facility, but it will be able to help cover health care costs for your loved one. If your loved one is already receiving Medicare, they still might be eligible for Texas’ Medicaid for the Elderly and People with Disabilities (MEPD).

If a physician says it is medically necessary for your loved one to have health care at their memory care facility, that could be covered through a home and community based services waiver. You can help your loved one fill out this application for waiver services.

You can contact the Lubbock Aging and Disability Resource Center or the long-term care ombudsman on behalf of your loved one to get any questions you have about Medicaid answered. They can also help you figure out what your loved one is eligible to receive. Medicare

Medicare is the federal health insurance program designed for those 65+, disabled, or those who have end-stage renal disease. Medicare can be helpful in paying for tests, doctor visits, and therapies, but it does not pay for any non-medical costs related to Alzheimer’s and dementia, such as room and board at a memory care facility.

If you’re trying to help your loved one find additional cost savings, here are some programs to look into:

  • Program of All-Inclusive Care for the Elderly (PACE): This program will coordinate and deliver social services and health care to qualified individuals who might otherwise need to be in a nursing home.
  • Medicare Savings Programs (MSP): For those who meet the eligibility criteria, one of these programs can pick up the cost of Medicare’s premiums, copays, or deductibles — or at least reduce them.
  • Extra Help: This program gives seniors additional assistance when it comes to paying for their prescription drugs.

You can help your loved one sign up online for Medicare or download the Medicare enrollment forms and take them to the Lubbock Social Security  Administration (SSA) office.

Understand Texas laws and regulations for memory care facilities

Lubbock’s memory care facilities have to receive a Type B assisted living facility license from the Texas Department of Health and Human Services in order to operate. They are then subject to inspections once every two years or more often if a complaint is made. Memory care facilities in Lubbock have to follow the regulations in this Texas Administrative Code and the Health and Safety Code. These are the same rules and regulations that apply to assisted living facilities, but there are additional standards for Certified Alzheimer’s Assisted Living Facilities, which is what Texas calls memory care.

These added standards for memory care facilities cover the safety and security aspects of the actual facility, as well as provisions around staffing, staff training, and activities that must be provided. Here is a summary of the expectations for memory care facilities:

  • Two staff members must be available immediately to help any resident who needs assistance in a facility with 17 or more residents. Otherwise, a specific staff-to-resident ratio is not specified.
  • Staff members must complete specialized training about how to provide care for residents with memory loss.
  • A memory care facility has to provide specific activities that encourage residents to socialize and participate in physical activities. These planned activities also have to be individualized based on what’s appropriate for each resident’s needs and abilities.
  • Memory care facilities must have secured outdoor spaces as well as exit alarms to keep residents safe from wandering.

COVID-19 regulations for Lubbock memory care facilities

The city of Lubbock does not require memory care facilities to adhere to any specific COVID-19 preventative measures. The Centers for Disease Control and Prevention (CDC) has some guidelines for prevention that it recommends people follow.
