Virginia Beach Medicaid coverage for senior care services

It’s important to note that Medicaid only covers medically necessary in-home health care services, not senior apartment rent. However, seniors may qualify for Medicaid waivers to help cover medically necessary costs. Their waivers help cover costs for services like consumer-directed care services (CD) and agency-directed (AD) care. CD service is a type of care where an attendant is hired to help assist an elderly patient in personal care, respite services, and/or companion services. AD service is care that is provided through an agency. The costs of CD and AD services can be covered through Medicaid waivers.

Medicaid in Virginia accepts applications for health insurance all year. The local Medicaid program for Virginia is known as Cardinal Care. There are three options for submitting your application:

  • Online applications are available at commonhelp.virginia.gov.
  • Call the Cover Virginia Call Center at 1-833-5CALLVA (TDD: 1-888-221-1590) to apply over the phone, Monday through Friday from 8 a.m. to 7 p.m. and Saturday from 9 a.m. to 12 p.m.
  • Send a paper application to your local Department of Social Services (mailing may take longer than other application methods).

Medicare is a federal health insurance program for people 65 and older and certain disabled people under 65. It covers medical expenses like hospital stays, doctor visits, physical therapy, and equipment, but does not cover rent for senior apartments.

  • The Program of All-Inclusive Care for the Elderly (PACE). PACE assists the elderly with comprehensive medical care, rehabilitation services, and in-home services for seniors that are eligible for a skilled nursing facility but wish to remain in their own home, like a senior apartment. Some seniors need extra help in obtaining access to housing, food, and work. Fortunately, there are many helpful resources for these seniors.

Some senior apartments in Virginia Beach accept Housing Choice Vouchers (HCV) from The U.S. Department of Housing and Urban Development (HUD). The Virginia Beach Department of Housing and Neighborhood Preservation administers the HCV program for Virginia Beach. To qualify, households generally need to have an income at or below 50% of the median income for the area the live in. Larger households typically have higher income limits than smaller households, and vice versa. Senior Services of Southeastern Virginia is Virginia Beach’s local Area Agency on Aging (AAA), a state-designated nonprofit agency that addresses the needs of older adults. Senior Services of Southeastern Virginia provides a range of helpful services for seniors, including in-home services, Medicare benefits counseling, a variety of wellness activities, and food assistance.[08] For access to healthy meals, seniors in Virginia can utilize the following food assistance programs:

Understand Virginia laws and regulations for senior apartments communities

Senior apartments follow the same safety laws and regulations as all other apartments.

Senior apartments must pass safety inspections

Virginia Beach requires rental properties to pass inspections to prove their living conditions are safe and sanitary.  The following are a few key things to know about Virginia Beach’s renal property inspections:

  • For a property to pass the inspection, they must have no violations. Violations can range from holes or deterioration in doors to faulty electrical outlets to a leaky refrigerator.   • Properties that pass inspection are given a Certificate of Compliance, which allows the property to be exempt from inspections for the next four years.
  • If you’re searching for a list of violations at a specific address, you won’t be able to find it online. Instead, you’ll have to contact the Housing and Neighborhood Preservation’s Code Enforcement Division at 757-385-4421.

Senior apartments cannot discriminate against certain seniors

Under The Americans with Disabilities Act (ADA), senior apartments in Virginia Beach are forbidden to discriminate against individuals with a disability. The Act defines a disability as “a physical or mental impairment which substantially limits one or more of the major life activities of an individual.” The Act also states that seniors with disabilities may request modifications be made to their home and certain public areas in order to make it more accessible and livable. Senior apartments must also adhere to The Fair Housing Act, which makes it illegal to home renters and buyers from discrimination based on race, sex, religion, familial status, and disability. Under the Housing for Older Persons Act, certain types of senior housing are exempt from discrimination claims based on familial status. Communities that meet the exemption criteria may refuse to sell or rent dwellings to families with minor children. Exemptions apply to the following types of housing:

  • Any state or federal program determined by the Secretary of HUD to be specifically designed and operated to assist older adults (as defined in the state or federal program)
  • Intended for and occupied solely by people aged 62 and up
  • Intended and operated for occupancy by people aged 55 and up
