Can I turn in forms for Medi-Cal without activating it immediately?

My Mother is 86 yrs old and I would like to get her into the Medi Cal system before we have to utilize it. Can I turn in the forms to get her into the system, so that when the day comes that I need it, shes's already in the system?

If you apply she will be effective for Medi-Cal eligibility the first of the month she applied. If she doesn't have a need now, it wouldn't make sense to apply at this time. It would be a good idea to have all the documents available in a file so you can make the application when the time comes, especially if your mother is not competent at the time. You will also want to have an attorney written Power of Attorney (POA). If there are too many assets to qualify for Medi-Cal be sure the attorney understands Medi-Cal planning and estate recovery. I do not recommend a POA from an on line search or office supply store.
