What if a relative wants to visit, but Mom doesn't like her?

My sister and my mom did not get along, but now my sister wants to spend time with her. I am not sure Mom really remembers who she is. She has stage 5 dementia. When she comes she stands over Mom for about 15 minutes and then leaves in a huff because mom doesn't talk to her.

As long as your sister is not subjecting your mother to undue influence, causing her to be upset or physically harassing her, etc., your sister can visit. You may wish to have someone else at the visit, like a caregiver, friend or other family member to act as a buffer and to monitor your sister's behavior.
