A VA pension is available by submitting an application to the VA and is for eligible veterans who served during a prescribed time of war (did not have to serve in combat just during the era). The assets need to be under $80K, not counting his home. The household monthly income and medical expenses are reported to the VA and they make the determination if he is below their threshold for benefits which the VA will make up over 12 monthly payments. The only backpay entitled would be for the time from the date the VA receives the paperwork until they make their decision. There is nothing beyond that as far as back pay goes as not every veteran is entitled to a VA Pension. If you have any other questions please let me know.
