Medicare reimbursement due to their error?

I spoke with a hospital social worker a few months ago when I was discharged from minor surgery and we were discussing what Medicare would and would not cover. He told me that I should have applied for the Medicare Savings Program several years ago. I applied and was approved because of low income, I've been paying about $100 a month that I should have never been paying. Will Medicare reimburse me? I asked the case manager and he didn't know, he gave me another number to call but they haven't returned my voicemail.

The Medicare.gov website has an outline of eligibility under the "Get Help Paying Costs" tab which outlines the plans available and eligibility requirements. MSP eligibility is not strictly based on income. Upon confirmation of enrollment into Medicare, one receives a letter advising them that they may be eligible but need to apply.
