Is board and care less costly than assisted living?

My friend is on a limited income of $1700 per month social security. She will have about 35,000 in net proceeds from the sale of her house.
She need assitance with physical care such as bathing, she has an ileostomy and needs help with changing and maintaining that, laundry, meal preparations.
She has a cat that she will not part with, is a smoker, can be very independent but fades quickly and needs supervision. She would prefer to have a private room so she could bring her own things with her - small furniture, books, movies, tv and clothing.
She prefers to stay in the La Mirada area or whittier area. she need to have intervenous fluids administered 3 times a week which is provided by a home health service that medicare pays for.
Do you have any options for a facility for her?
