If so using it or not might not be the problem.
First, if he is "splashing" urine may be getting onto unused rolls and soaking inot the next few rolls.
Second, if he has rashes it may be that the toilet paper feels abrasive to him so he may not want to use it.
The rash might be as easy to get rid of just by applying an ointment like Desitin or other cream used for "diaper rash" A simple barrier ointment like A&D might work once the rash has been cleared up.
The problem I had with my husband with the ointments or A&D he would slightly "stick" to the toilet seat. I solved that by changing the seat to a commercial "U" shaped seat and I would slip a tube sock over each side of the seat. When he was done I would pull off the sock and toss it in the wash. Made cleaning the seat easier since no ointment got onto the seat..
He may also want to try "baby wipes" or moistened wipes for a more gentle cleansing but most of thoes should not be flushed.
