IRA's are tricky, not only is any cash surrender value counted as an asset, but withdraws count as income -

Yes, an IRA is counted as an asset when applying for VA benefits. The primary residence and vehicle are not included in the overall asset valuation, (as well as other types of assets such as annuities and certain types of trusts).
