There are programs available for purchase that would allow you to control your grandfather's computer (examples: LogMeIn, TeamViewer). However, you would have to spend a fair amount of your time and effort monitoring his online behavior. It seems better for your sanity and better for your grandfather's self-esteem to find a class or in-home tutor where he could learn some internet safety skills.
A free and easy way to start is by visiting OnGuardOnline.gov (a federal government website) which provides instructions on how to be safe and secure online.
For a more social and hands-on approach, search for senior centers and libraries located in your grandfather's community as they frequently have computer safety classes.
