Medicaid is a joint program between the federal government and the states. So, each state has their own Medicaid program and their own Medicaid rules for eligibility. While your mother is eligible now, she may not be eligible when she moves to a different state. You can usually call a state's local Medicaid agency for more information about their eligibility criteria. An elder law attorney in the new state will be very familiar with their state's rules, as well.
